Normally you must dial *#*#4636#*#* to access these settings. This app saves you the time by opening it straight away on the click of the icon.

These settings are built into Android and can be used to force for example 3G or LTE/4G when necessary (obviously this will depend on if the coverage is available) - but you can use the Android settings to force LTE as an example.
